You can remove the shortcut from the Start Menu - All programs - Administrative tools folder, or use NTFS permissions on this folder.
And you can use a GPO to disable context menus in explorer, which will prevent users from rightclicking on My Computer and choosing "Manage".

User Configuration\Administrative Templates\Windows Components\Windows Explorer
"Remove Windows Explorer's default context menu"
