I have a set up a TS but we have outgrew the limitations and capacity. The software installed vendor recomends atleast 512 + (128 * Concurrent users) MB. We have hit the celing with aprox 25 concurrent. Software manufacturer will not give the ok on Enterprise instead of Standard.

How do I add more Concurrent users on this server without the performance drastically depleting.

Since you don't give the current specs of the server, it's difficult to give any real advice.
You should use PerfMon to find out what the exact bottleneck is.
If you can't upgrade the server, buy a second and load-balance the users.

IBM 226 X-series
3.0 GHz 2mb Cache
4GB Ram Chipkill
126GB free space

I have tested with 50 users then 40 both peg the CPU to 80-99.9% usage.
That is with just logged in and no software interaction.

You'll have to find out what is eating your CPU cycles. Use tools like Performance Monitor and Process Monitor from

SysInternals

A possible candidate for this kind of behaviour is an anti-virus program which is misconfigured.
