Anyone get this to work on Windows 2003 Terminal Services?

I am trying to limit the amount instances an application can be opened
on my Terminal Server Farm and this sounded like it could help.

I get an error that suggests to me it worked on only Windows 2000
Terminal Servers.

Any help would be greatly appreciated.
