If you need more than the 2 sessions for Remote Administration, then you must install Terminal Services, in Control Panel - Add/Remove programs - Add Windows components.
Note that you then also need a Terminal Services Licensing Server, and you need to buy and install a TS CAL for every user or device which connects to the Terminal Server.
If you have already installed terminal Services, and you still cannot create more than 2 session, check the settings in terminal Services Configuration - rdp-tcp connection - properties - Network. Maybe the number of allowed connections is hardcoded to 2.
If the value there is greyed out, it means that there is a Group Policy setting in your domain which contains this setting.
