Can someone assist me with having a few specific users in the domain with very little desktop resources like not allowing them to get to Windows explorer while other iusers have that ability when the users use the same logon script? How can I minipulate those specific users?

Since you don't mention any details about your environment (OS and SP version of the server, AD domain or not), it's impossible to give specific advice.
Some general rules: if you want to lock down your Terminal Server, the best approach is to use Group Policies. You can filter GPOs to only apply to some user groups and not to others.
You cannot really disallow explorer, since it's the default shell. I assume that you want to disallow these users to access resources on the server, like the local drives. If that's the case, use NTFS permissions on the file system.
