Post subject: can't switch to user mode in server 2003

hi,
I am using a Windows 2003 Server standard and I have configured the licensing server and installed 5 Terminal Services CALs, but the server is still in Remote Desktop for Administration licensing mode as opposed to per user or per device. When I go into Terminal Services Configuration under licensing and try to change it, there is no other option available from the drop down menu other than Remote Desktop for Administration. Under add/remove Windows components, both Terminal Server and Terminal Server Licensing are installed.

I can open 2 session in remote desktop.
Can someone please advise me as to what I am supposed to do?
