We have 100 hundred license for terminal services on windows 2003
We bought later 10 user license for Citrix Xenapp,
When I connect to a terminal service session, I found in the license management console that 1 citrix license is in use, so it seems that 1 citrix license is used instead of terminal services
Can you please help me

To run Citrix you need to have MS Terminal Server licenses and Citrix Licenses.

The Citrix License server console will only show the Citrix licenses. You will be able to see what servers are connected to the Citrix license server and how many users are connected. Remember, Citrix licensing is based on the client device. In other words the user can run 5 sessions from the same PC but will only consume one Citrix license. TS licensing depends on how you installed it and/or how you purchased your CALS
