TS license server not issuing licenses but clients connectin

Post subject: TS license server not issuing licenses but clients connectin
I am in the process of moving AD, DNS and DHCP form an overloaded terminal server we have. I started looking at the terminal server licensing server and realized it is not issuing any of its 25 per device licenses but clients have been able to connect for over a year now. I am not exactly sure what is going on.

Has anyone ran into this? When I think about it I am pretty sure we have more than 25 devices that use the server at this point.

I would also like to move this licensing server to another machine. Can anyone provide me with some insight into that also? thaks

What OS is the TS running? And the TS LS? And the clients?
What is the licensing mode of the TS?
