Manage Printer Permission for Autocreated Printer

Post subject: Manage Printer Permission for Autocreated Printer
I have an app that requires users to have the Manage Printers security option to be able to use a custom paper size.

I've added the one user that really needs it to the Print Operators group, but it still doesn't give her the Manage Printers option. I have to login as admin and manually give it to her, but it is only good for her current session.

What can I do to make this permanent?
