I have a 2003 ENT. Edition terminal server. When a user logs on to the session they receive an error, "Application INI file(s) were not found. Proceeding with default setting".
After slecting OK the user gets logged off. I am using local profiles, and server is not in a domin. Users are not allowed a desktop, an application is configured to run at log on.

Where exactly have you defined the starting application? On the client, or on the server, or in a policy, or...?
I think that this could be caused by a wrong starting directory. Try to set the starting directory to the application's folder (assuming that that is where the ini file is located).
If that doesn't work: did you put the server into install mode before you installed the application? Install mode should see to it that every user automatically receives a private version of the application's ini file in their \windows directory, which is located in their home folder, or in their profile, if you didn't specify a home folder.
